Part III. Closing Operations

When the shelter population declines to a small number, the Red Cross may decide to consolidate shelters.

SECTION I. SHELTER MANAGER

Please Note: Any documents not available at this Website are located in the Shelter Kit or in the NEST file cabinet at the La Honda firehouse.

  1. Coordinate with Red Cross Headquarters what to do with equipment and excess supplies.
  2. Return or distribute excess supplies and equipment.
  3. Make sure that all borrowed and rented equipment is returned, including USDA food supplies. If possible get signed receipts for returned equipment.
  4. Close all accounts not needed elsewhere. Give suppliers a billing address and request an itemized statement.
  5. Remove Red Cross identification material from the shelter and the route(s) to it.
  6. Ensure the shelter and facility are cleaned and returned to pre-disaster condition.
  7. Release staff after all team members are verbally thanked and a list of names and addresses has been obtained so that a formal "Thank You" can be mailed.
  8. Do an inspection of the shelter and site with a representative of the owning organization after the shelterees have left and the facility has been cleaned. List any problem areas and both sign the list.
  9. Collect and take shelter records and other documents to the Red Cross Headquarters (Deliver to the Mass Care Officer). Include:
    1. Mass Care Activity Reports (ARC Form #5975)
    2. Shelter Registrations
    3. log sheets
    4. records of staff assignments and hours worked.
    5. receipts of rented or borrowed equipment.
    6. inventory lists.
  10. Prepare a final report on the operation including a narrative.

 

SECTION II. REGISTRATION SUPERVISOR

  1. Turn in records and any other documentation to Shelter Manager.
  2. Dismantle bulletin board.
  3. Assist the Manager in other tasks as assigned.

 

SECTION III. FOOD SUPERVISOR

  1. Inventory supplies. Through the Shelter Manager coordinate the disposal of surplus supplies with the Mass Care Officer at Red Cross Headquarters.
  2. Turn in records and any other documentation to Shelter Manager.
  3. Assist the Manager in other tasks as assigned.

 

SECTION IV. MAINTENANCE SUPERVISOR

  1. To the extent possible, have the shelterees remove and store their own cots and blankets.
  2. To the extent possible, have the shelterees assist in restoring the shelter to its initial condition.
  3. Arrange through NEST Command and the DAT Coordinator to have the cots and blankets cleaned.
  4. Turn in records and any other documentation to Shelter Manager.
  5. Assist the Manager in other tasks as assigned.

 

SECTION V. RECREATION SUPERVISOR

  1. Return recreation supplies and equipment.
  2. Ensure recreation areas are cleaned and returned to pre-disaster condition.
  3. Turn in records and any other documentation to Shelter Manager.
  4. Assist the Manager in other tasks as assigned.

 

SECTION VI. HEALTH SUPERVISOR

  1. Coordinate with Red Cross Headquarters on the disposition of excess medical supplies.
  2. Ensure all shelterees currently receiving treatment have been given a proper referral.
  3. If Psychological First Aid specialist is not available, ensure all staff have participated in a debriefing session.
  4. Turn in records and any other documentation to Shelter Manager.
  5. Assist the Manager in other tasks as assigned.
