SHELTER

 

IF SHELTER IS REQUESTED

SHELTER MANAGEMENT INSTRUCTIONS

Please Note: Any documents not available at this Website are located in the Shelter Kit or in the NEST file cabinet at the La Honda firehouse.

  1. Start a log of all activities and problems. Include dates, times, names and phone numbers.
  2. Telephone the Red Cross office in Burlingame.
  3. Tell the Red Cross representative that the Incident Commander has requested an evacuation shelter be established in La Honda. Also advise Red Cross of the estimated number of shelterees and our requirements for food and comfort kits (cots and blankets also if required).
  4. Designate a shelter facility and obtain permission for its use.
  5. Obtain key to shelter facility.
  6. Obtain Shelter Kit from NEST cabinet. Check Shelter Kit for La Honda Region NEST Shelter Handbook. If not present, obtain copy from the NEST Shelter folder in the file cabinet. (Current revision is dated March 13, 2000. This is a reference manual if questions should arise. It is also the instruction manual, should a longer term shelter be required.)
  7. Obtain Shelter Supplies Kit from NEST cabinet (labeled NEST SHELTER SUPPLIES). Also obtain the key for the transportation container. This, along with the key to the Multi-Purpose Room at the Elementary School, is kept in the NEST SHELTER SUPPLIES box.
  8. Obtain the First Aid Kit from the NEST Cabinet.
  9. Obtain either a NEST radio or a ham radio (if licensed for ham radio frequencies) for communication with NEST Command. Be sure to establish a frequency with NEST Command for shelter use.
  10. Survey shelter site (with a representative of the facility management) for damage, electricity, fire extinguishers, availability of water. The Shelter Site Survey form is in the Shelter Kit. Additional copies are in the NEST Shelter folder.
  11. If required, arrange for generator from La Honda Fire Brigade to be installed.
  12. Establish staff for registration, mental health, shelter maintenance. Check availability of supplies (plates, cups, plasticware, paper towels, comfort kits) and equipment (brooms, etc.). Report any needs to NEST Command.
  13. Set up shelter and registration area. Remove cots and blankets etc from storage and begin assembly. Shelterees can assist with this process. If additional cots and blankets are required, report this to NEST Command.
  14. Hang signs indicating shelter availability and location. Signs may be hung throughout La Honda.
  15. Set up staffing, shifts etc.
  16. Register shelterees on Red Cross Disaster Shelter Registration Form #5972. This form is found in the Shelter Kit. As shelterees register, inform them there is no smoking, no alcohol and no drugs allowed in the shelter. Also ask them to sign out whenever they leave and sign in if they return. Establish a "Sign Out/Sign In" sheet at the registration desk.
  17. Check shelterees for immediate medical needs. Obtain medical aid through NEST Command.
  18. If the serving of meals is anticipated, check shelterees for any special dietary requirements. Advise NEST Command of any special requirements.
  19. Arrange through NEST COMMAND for supplies of food, beverages and snacks.
  20. Arrange through NEST COMMAND for supplies of clean, dry clothing if required.
  21. Establish wastebaskets. (also, message board, recreation activities and equipment for prolonged shelter operation). Hang "NO SMOKING" signs.
  22. Maintain record of number of meals served and shelterees assisted.
  23. Periodically advise NEST COMMAND of shelter situation.
  24. If shelterees are sheltered for more than overnight, request a Registered Nurse to visit shelter to check medical and medication needs of victims.
  25. After shelter is no longer needed, shut down shelter by removing cots and blankets, inventory food and inspect facility.
  26. Arrange for cleaning of cots and blankets. Replace cleaned cots and blankets in storage facility.
  27. Note quantity of forms and other supplies utilized and arrange for replacement from Red Cross. Return Shelter Kit and Shelter Supplies kit to NEST cabinet.

NEST COMMAND INSTRUCTIONS

  1. Assign Shelter Manager.
  2. Assign NEST personnel to care for victims who arrive at headquarters, including issuing blankets (if victims are cold or wet) and providing first aid or arranging medical assistance if required.
  3. Arrange to have victims go to shelter location. Make every effort to have shelterees self-transport to shelter location.
  4. Provide NEST or other personnel for shelter operation as requested by the Shelter Manager.
  5. Maintain contact with the Red Cross office in Burlingame and periodically update them on needs and conditions.
  6. Arrange through Red Cross for supplies of food, beverages and snacks, paper plates, cups etc.
  7. Arrange through Red Cross for cots, blankets, comfort kits and supplies of clean, dry clothing if required.
  8. If victims are to be sheltered for more than overnight, arrange for Red Cross Disaster Nurse to visit shelter to check medical and medication needs of victims.
  9. Provide equipment, clothing, food, beverages, snacks to shelter as requested.
  10. Advise shelter management as shelter requirements change.
  11. Arrange for replacement of any equipment and all supplies that were used.
