NEST Operations Manual

1.0 Getting Started

 

START HERE!

Please Note: Any documents not available at this Website are located in the NEST file cabinet at the La Honda firehouse.

  1. Check with IC for what needs to be done.
  2. Open storage cabinet. The combination to the lock is written at the top on the right side of the cabinet.
  3. Remove phone and plug into outlet below the window. The phone number is 650-747-0763. There is an answering machine (in the attic) and a fax machine also on this number.
  4. Remove NEST Callout Document folder from file cabinet
  5. NEST Roster and NEST Call Out Form from NEST Callout Document folder.
  6. Remove NEST Document Inventory from NEST Callout Document folder. (Current revision is March, 2000.) This will assist in locating further documents.
  7. Start a daily log including date, time, action taken and result.
  8. Call personnel as requested by IC. Unless special abilities are required (such as radio operation or psychological counseling) call people in the order listed on the NEST Roster. Maintain info on results.
  9. Assign first arriving personnel to process remaining personnel. Request only sufficient personnel to meet short term needs. Additional personnel may be called and alerted to assume a reserve position.
  10. Remove radio and antenna from storage cabinet if needed.
  11. Remove the Radio and Antenna Assembly Instructions (from NEST Callout Document folder) and assemble radio and antenna if applicable.
  12. Remove office table from storage cabinet. It is black, plastic and rolled up.
  13. Remove office supplies box (labeled NEST COMMAND SUPPLIES) from storage cabinet.
  14. Remove NEST Emergency/Drill Sign-in Form and Non-NEST Sign In Form from NEST Callout Document folder.
  15. Post NEST Emergency/Drill Sign-in Form and Non-NEST Sign In Form with pens on a convenient wall or table.
  16. Remove Emergency Telephone Numbers list from NEST Callout Document folder.
  17. Remove Table Assembly Instructions (from La Honda Facility Operations file) and assemble table.
  18. If the incident involves civilian victims OR if the incident will involve Mass Care (feeding), Shelter or Damage Assessment, telephone the Red Cross office in Burlingame.
  19. If necessary, post People with Resources Form (from NEST Resources folder in file cabinet) on a convenient wall.
  20. As time allows, plan personnel assignments for future days in 6-8 hour shifts. Contact outside agencies (CREST, OES, Red Cross, Volunteer Center) for additional personnel.
  21. Collect sign-in and assignment forms at the end of each day/shift as necessary.
  22. At the end of the incident, arrange to have documents and files returned to the file cabinet. Also arrange to have returned or replaced any equipment, supplies and forms used.

 

WHEN NEST PERSONNEL ARRIVE

  1. Each arriving person MUST sign in. If not assigned, personnel should stay out of office area.
  2. Remove Arriving Personnel Checklist Form from NEST Callout Document folder.
  3. Check arriving personnel for equipment (including vehicles), availability and physical abilities/restrictions.
  4. Assign and log additional equipment for personnel as required.
  5. Assign personnel in pairs if at all possible to meet the needs of IC.
  6. Remove Personnel Assignment Form from NEST Callout Document folder. Log information on personnel, assignments and time in/out.
  7. Assign personnel to assist in headquarters, shelter, food preparation etc. as requested.
  8. Start planning staffing to assign personnel in shifts throughout the emergency. Send home personnel who cannot be utilized in a reasonable period of time.
  9. Maintain the Personnel Assignment Form daily.

 

IF NON-NEST VOLUNTEERS (SPONTANEOUS VOLUNTEERS) ARE UTILIZED

VOLUNTEER MANAGER INSTRUCTIONS

  1. Obtain Volunteer Center Kit from NEST cabinet.
  2. Check Kit for La Honda Region NEST Volunteer Handbook. If not present, obtain copy from file cabinet. (The current revision is dated January, 1996. This is a reference manual if questions should arise.)
  3. Obtain copy of Volunteer Availability Form from NEST Callout Document folder.
  4. Set up table in Fire House bay or other appropriate area.
  5. Remove Signs file from Volunteer Center Kit and hang appropriate signs on front of the building to indicate location of volunteer registration.
  6. Hang appropriate signs at other locations (Post Office, Fire House, Cuesta Guild House, La Honda Shelter etc.) when time permits or assign a volunteer to do so.
  7. Remove copies of Volunteer Safety Tips from the Volunteer Center Kit and hang several around the room.
  8. Hang Volunteer Availability Form for volunteers who will have future availability.
  9. Remove the Volunteer Request Record, the Short Volunteer Intake Form, the Street Map of La Honda, and the Spontaneous Volunteer Identification Card files from the Volunteer Center Kit.
  10. List jobs that become available on the Volunteer Request Record.
  11. As volunteers report, have them complete the Short Volunteer Intake Form.
  12. Note the volunteer’s sign-in time on Short Volunteer Intake Form.
  13. Make sure volunteer understands what is required for any position. If there is question about what skills are required for a job, consult either the Skills vs Jobs Database or the Detailed Job Description for that job. Both of these forms are in the Volunteer Center Kit.
  14. Issue to volunteer any equipment necessary and available. Make a note of any equipment issued on the Short Volunteer Intake Form.
  15. Inform volunteer when and where to report.
  16. Issue volunteer a Street Map of La Honda (if required) and a Spontaneous Volunteer Identification Card (if required).
  17. Notify person who requested volunteer assistance that personnel have been assigned.
  18. As volunteers complete their activities, note their sign-out time on their Short Volunteer Intake Form.
  19. Collect their Spontaneous Volunteer Identification Cards.
  20. At the end of the emergency, collect all used forms and send to NEST COMMAND.
  21. Determine quantity of forms and other materials used and arrange to have replacements obtained.
  22. Replace Volunteer Center Kit in NEST cabinet.

 

IF NON-NEST VOLUNTEERS (SPONTANEOUS VOLUNTEERS) ARE UTILIZED

NEST COMMAND INSTRUCTIONS

  1. Assign Volunteer Manager.
  2. Provide NEST personnel to assist with obtaining, interviewing and assigning volunteers as required.
  3. Notify Volunteer Manager of volunteer positions as soon as they become available.
  4. Notify Volunteer Manager of changes in position status as soon as these changes become apparent.
  5. At the end of the emergency, collect all forms from Volunteer Manager.
  6. Collect information about volunteer efforts, hours worked, jobs completed etc. and forward to La Honda Fire Brigade, Office of Emergency Services, Volunteer Center of San Mateo County and the American Red Cross, as appropriate.
  7. Arrange to have a formal letter and possibly other expression of gratitude sent to each volunteer.
  8. Arrange for replacement of any equipment and all supplies that were used.
