1. Purpose

This is the Captain's Handbook for the La Honda Regional N.E.S.T. Its goals are:

1.1. To provide material for use in the training of Captains for the La Honda Region;

1.2. To serve as a guidebook for activities to prepare for a future disaster;

1.3. To serve as a reference handbook for use during a disaster.

This handbook provides information on how the La Honda Regional N.E.S.T. is organized and how it operates before and during a disaster. It also provides a generic structure for the activities of individual Captains. To serve as a specific handbook for a particular neighborhood within the region, a variety of information must be collected and used to tailor the generic information to the specific neighborhood. Details pertinent to the neighborhood, such as identity and location of special-needs residents, evacuation routes, and the like, will be added. This task is one of the main responsibilities of a new Captain as part of initial preparedness activities.

When completed for a particular neighborhood, this Handbook will serve as an ongoing guidebook for preparedness activities, and more importantly as a specific Handbook for use in that neighborhood during an emergency. Since our region is remote and many residents work outside the region, during an emergency some other person may have to fulfill the duties of a Captain for a particular neighborhood. This Handbook will provide the guidance and detailed information needed in such situations.
